Amber Jacobsma was born on November 23, 1960 to Irma and Marvin Jacobsma. She grew up in Hartley, Iowa. In 1975 Jacobsma joined the local 4-H troop the Lucky Lincolns. Jacobsma served as secretary for the group in 1976. 1977 was a busy year for Jacobsma: she was elected to the County Council of 4-H, she was chosen to go to Holland with the "Iowa Caravan to the Netherlands" sponsored by 4-H, she was given the I Dare You award for qualities of leadership, she served on a home-economics judging team at the Clay County Fair and she was named the O'Brien County Fair Queen.
