Julie Litchfield Tallman was born in Des Moines, Iowa on May 29th, 1944, the daughter of Robert and Anne Hovey. She was an outstanding golfer and talented flutist. A straight "A" student during her years at Valley High School Des Moines, she was one of three valedictorians in the class of 1962. As a sophomore she earned a letter in basketball. While a freshman at Grinnell College (Iowa), Litchfield played only one golf match on the men's freshmen team a Midwest Conference ruling declared competition was limited to male athletes. (By 1970, a separate Midwest Conference for Women was formed. In 1994, the men's and women's leagues merged.)

Julie married Ronald T. Tallman Jr. in 1963, a marriage which lasted until 1997 when the couple divorced. Julie and her husband moved to Old Town, Maine in 1964 where Julie worked as a school media specialist and high school debate coach. She had two children, Kelly Ann Tallman and Jennifer D'Arcy Tallman, born in 1966 and 1967 respectively. Julie Tallman received her M. L. S. from McGill University in 1974 and her Ph.D. in Library Science from the University of Pittsburgh in 1990. Between 1990 and 1993 she was an assistant professor at the University of Iowa School of Library and Information Science. Since 1993 she has taught at the University of Georgia (Athens) in the Department of Instructional Technology, College of Education, becoming Associate Professor in 1996. In 1999 she received the prestigious award of a Fulbright Senior Scholarship which made it possible for her to work and live in Botswana from 1999 to 2000.

The Julie Litchfield Tallman papers date from 1955 to 1995 and measure 6.5 linear inches. The papers are arranged in two series: Athletic and musical activities and Artifacts.

The bulk of the Athletic and musical activities series comprises scrapbooks of newspaper clippings and memorabilia from Litchfield's junior and senior years at Valley High School in Des Moines and some from her freshman year at Grinnell College. They focus on her golfing and musical accomplishments, but include some memorabilia from other high school activities.

The Artifacts include a Camp Fire Girls vest beaded by Litchfield and a Camp Fire Girls beanie.
